Hanoi, 24 April 2025 – FSI has officially presented the D-IONE digitalisation system to the Hanoi Public Administrative Service Centre, supporting the city’s efforts to promote digital transformation, data archiving, and the efficient utilisation of information for administrative procedures.

Accelerating digitalisation – A solution to improve public service efficiency
Archival documents at state agencies, long considered national assets, have traditionally been scattered across storage rooms and physical filing cabinets. This has posed significant challenges to information retrieval and management, undermining operational efficiency and burdening the administrative system—especially amid rising demands for digital transformation.
To modernise administrative procedures and boost efficiency in public service delivery, the Hanoi People’s Committee issued Plan No. 74/KH-UBND. This plan aims to improve the quality of end-to-end online public services; deliver new, personalised digital services based on data; and provide public services irrespective of administrative boundaries.
To meet such ambitious goals, the city requires tools that can streamline public administrative services and, more importantly, the active participation of businesses and citizens.

FSI presents the D-IONE Digitalisation System to Hanoi Public Administrative Service Centre
In this context, the donation of the D-IONE Digitalisation System by FSI – a leading technology investment and development firm – to the Hanoi Public Administrative Service Centre represents a practical initiative. It aims to accelerate the digitisation of documents and records in the capital, thus contributing to the accurate and efficient use of data in public administrative activities.
D-IONE – A comprehensive digitalisation system empowering public administration
D-IONE offers a full-spectrum document digitalisation solution, encompassing document reception, data entry, classification, storage, and retrieval. The system is powered by Optical Character Recognition (OCR) technology and enhanced by advanced Artificial Intelligence, including Machine Learning, Deep Learning, and Big Data processing. It can accurately recognise both handwritten and printed Vietnamese text with up to 99% accuracy.
The implementation of D-IONE paves the way for building large-scale databases and supports the development of e-Government and online public services, such as civil registry data, legal documentation, and population records.
On a broader scale, the data that has been and will be digitalised using the D-IONE system serves as high-quality, real-time “raw material” for deploying e-Government and digital public services.
At the donation ceremony, Mr. Doan Huy Thuan – CEO of FSI – stated:

By transitioning from manual workflows to automated processes, D-IONE helps cut processing delays and deliver faster, more accurate services.
Notably, all data is strictly safeguarded through encryption protocols and robust access control mechanisms, minimising the risk of data breaches and ensuring the system’s integrity.
Through the adoption and operation of the D-IONE system, the Hanoi Public Administrative Service Centre gains a powerful tool to digitise incoming documents and integrate them seamlessly into public services. This contributes to the enhanced delivery of online public services and supports the city in achieving its digital transformation objectives ahead of schedule.
